Homeless Services Center is a non-profit organization consisting of approximately 60 employees, with oversight by a 15-member board of directors.

Our team of staff directors leads our organization, with the majority of our positions falling in program and case management. Our facilities, community safety, and kitchen teams ensure that the services we provide on campus run smoothly and efficiently. We have lean development and communications teams, who support the work of the organization as a whole with fundraising, outreach, event planning, and communications. We are always looking for people with a passion for human services to join our team; check out our Careers page for open positions.

We also have the generous support of volunteers, who collectively contribute thousands of hours each year. Volunteers fill a variety of roles; if you’re interested in volunteering with us, please have a look at our Volunteer page.

Phil Kramer

Executive Director

Phil Kramer has been leading Homeless Services Center for over three years, and has worked on the issues of homelessness, housing, and system-change efforts for the past six years. Phil helped launch and lead the 180/2020 campaign, focusing on ending chronic homelessness in Santa Cruz County. Phil’s early career was in media sales. He jumped off his career track ten years ago to join the Peace Corps, following his passion for social justice and mission-driven work in the non-profit sector.

Taylor Honrath

Director of Fundraising & Development

Taylor Honrath joined Homeless Services Center in May 2018 as Director of Development. He previously served as managing director of a non-profit dedicated to fostering the growth of the renewable energy industry in southern California.

Tom Stagg

Director of Programs

Tom joined Homeless Services Center in February 2017. He is impressed each day by the effort of staff and participants working toward permanent housing. Tom has over 11 years experience in non-profit management, including eight years of experience in homeless services. He has a Master of Public Administration degree from the Middlebury Institute of International Studies at Monterey where he focused on organizational sustainability and monitoring and evaluation.

Rebecca Steckler

Deputy Director

Rebecca joined Homeless Services Center in June 2015 after more than 20 years in non-profit executive management, primarily in human services. She has an MBA from Seattle University and a J.D. from Purdue. Originally hailing from Seattle, she enjoys all things CrossFit, surfing, and trail running here in Santa Cruz.
